Carriers are caught between a rock and a hard place as they deal with an aging access network and increasingly aggressive competition from cable providers. While Voice-over-IP (VoIP) has been heralded as the technology that will help them reach the "Holy Grail" of convergence, it is not the only option available. Circuit Emulation Services over Packet (CESoP) is an approach that in many ways complements VoIP, but allows carriers more easily to migrate to one network as budgets allow and competition dictates.
